Modify SNPP tests pre_range to be compatible with the new 2018 NPP data. #40

Solution -> line 235 of test_all.py, changed the offset from 3 to 5, telling the create variant to use snpp data up to 2017 as the npp data no longer has the years 2016 - 17.
