Should CPLD require HTTPS IRIs or be more lenient? #74

The standard currently uses HTTPS IRIs throughout. Even though it's very sensible to use HTTPS, the standard is not really the right place for this.

Given the lack of discussion on this issue, I propose we leave it as is.
