Rewrite "background" and "why" sections for standard #76

Current rationale section ("print centric") is deemed too Elsevier-centric, and according to @vincentml does not do justice to JATS

This "Why" section plus the "Background" doesn't convince me that this standard describes something "standard-worthy." Would it be worth digging-in and making the statement more grandiose; for example, we could say this standard takes the Self-Describing Web to another level?
