ScrollArrangment: An arrangment style box with a scrollbar #2150

Similar to issues 457, 494, 847 but more specific.  Would like a screen 
arrangement (like HorizontalArrangement) with the ability to scroll vertically 
or horizontally within that arrangement.  Effectively allows user to create 
their own Android ScrollView on part of the screen.  Currently individual parts 
of the screen cannot be made to scroll, only the entire screen.

This should in fact solve the previously mentioned issues as well.  Text boxes 
and labels could be placed in ScrollViews, giving them their own scrollbars 
(457, 494).  Page content could be placed in a large ScrollView to avoid having 
the background image scroll (847).

I second this. This is an important issue to create a UI with fixed design. 

As instead of the navigation bar being pushed at the end because of the content 
above, it is fixed in its place and the content above is scrollable.

I also strongly agree with this as it is critical to a fixed control/navigation 
bar in long screens

Yes please! Not being able to have fixed elements on a scrollable screen is a 
terrible limitation. This is important.
