Umlauts / mutated vowels with WEB component #2160

Although as per issue-152 this should be fixed, by using the WEB component the 
delivered 'umlauts' are still the little squares with question mark, as 
described there.
This is likewise with using only the Web.GotText|responseContent or even the 
same converted with Web.HtmlTextDecode

Please approve if this item is fixed as well.

Let me give you a sample app to this issue.
After connecting please wait for a response. If there is no umlaut in the 
answer, type in some short German sentences like "Wie gehts", "Wer bist du", 
"Ich bin Anton" or similar. Even "ja" und "nein" would help. Becouse in German 
umlauts are very common, you will get soon a response containing umlaut(s).

Just to say that this issue is blocking for any application development for the 
European market (France, Spain, ...).
We need å, ä, ü, ö and €!

This is just weird..

And it renders use of app inventer prototype uvelses outsideren of native 
english countries..

Please fix...
