Add phonecall.deviceistablet? or phonecall.devicemakescalls? (you get the idea :) #2186

In the scenario where an app is designed for both tablets and phones there 
needs to be an ability to check if the device is capable of making calls. On 
tablets you could then use this to hide the button/listpicker etc etc. that 
runs the phonecall block. Currently I cant find a way to make that check. If 
the phonecall block is used on a tablet the application is forced to close.
