Base64encode/decode Block #2217

The inclusion of a base 64 encode/ decode block is very important so we can 
post images from AI, this is very important because most cloud storages require 
base64 encoded data. example: Google cloud storage

In a nutshell: pls include a base64encode and base64decode block to the web 
component.
