download blocks editor #834

It would be able to have the ability download the blocks editor or use it on 
the web.. reason for this is so when you're away from home you can use the 
regular one, but when you're home it is already on your comp. this would 
increase the load up speen because you wouldn't have to download it every time. 
I'm not asking to be able to edit any of it offline because syncing information 
would probably be too complicated. Whenever you're offline the blocks editor 
would return a message reporting that "an internet connection is needed to 
continue".
