Refactor Dockerfile and docker-compose files

Categorise and rename the Dockerfile into: Dockerfile, Dockerfile.test, Dockerfile.debug, Dockerfile.prod.
Reflect changes to its related docker-compose file.
For Dockerfile/docker-compose.yml, both API and UI use default development server which allows reloading.
For Dockerfile.prod, they are for deployment use so utilise gunicorn for API and multi-stage build for UI.
For Dockerfile.test/docker-compose.test.yml, nothing changes.
For Dockerfile.debug/docker-compose.debug.yml, API uses debugpy to listen on port 5678 and enable debugger functionality.
