I have to add. Windows to Android doesn't work either.

For me:

Windows 10 to Android 9 works (Android visible from Windows)
Android 9 to Windows 10 does not work (Android cannot see Windows nor Linux when attempting to send)

Win10 has notifications that my Android Nitroshare connects and disconnects when it's not in use if this is helpful.
