Write client module that ensures the continuation column is blank #19

the JES is based on 80 character cards. Continuation card error appears if the continuation column is nonblank ( 72nd spot I think). Have the client make the continuation column blank before submission

preprocessing / postprocessing chain is in the works and this is one of the sample features.
