Integrate CLA bot and roll out legal / licensing from our attorney.

[x] Contributors to Nivenly projects must accept the Nivenly CLA before merging any PRs.
[x] Maintainers (like moderators) who won't necessarily contribute code can issue a simple PR (like updating contact info) to trigger the CLA bot.
[x] Nivenly staff have access to the contributor list, including contact information, CLA status, and related date/time information.
