This PR creates the Cross-Wiki Week 2022 event page.
Notable changes from previous years is that the event now lasts a week; we will provide two prizes instead of one; and select affiliates are participating.
Can use some help from our Italian members for translations (to add new lines and make sure the dates I included read correctly).
