Add dkms.conf & Version number #2

used https://github.com/dorimanx/exfat-nofuse/blob/master/dkms.conf as template

I would need this to create a package for Void Linux. There is already a package for Arch Linux where this file is created manually. I set the Version to 1.2.0 for following the number set in the latter package.
