Bumping node version from 16 to 20

Description

Updating Github actions from node 16 to node 20.

Motivation and Context

Node 16 based actions are being deprecated by Spring 2024, https://github.blog/changelog/2023-09-22-github-actions-transitioning-from-node-16-to-node-20/. Therefore we need to update this action from Node 16 to Node 20.

I have not made any changes to any other code. Therefore no new tests were added.
