Add a flake template #306

  1. Added a template in template/ (from https://leni.sh/post/231021-rust-nix-environment/)
  2. Added instructions in README.md about how to use it
  3. Added an example about overlaying the Rust toolchain version

I would add a test to test the template but I'm not sure what is the best way to do it. Currently I test the template by copying it to a directory and running nix run.
