nodejs: Fix install scripts logic.

As in #472 #459 there is a clear architecture issue with how install scripts currently work.

Steps to fix it:

• Decouple dependency resolution from the top level package to ensure all necessary dependency for install Scripts exist also in leaf or intermediate nodes.
• Add possibility to run "install scripts" of dependencies on the root package. This is especially useful if they depend on peer dependencies

I created this issue as a reminder for myself and to collect communication inside.
