bug: fontconfig uses NixOS system setting?

Issue description

Both, NixOS, and home-manager provide a setting fonts.fontconfig.enable. While the NixOS setting is true by default, the Home Manager setting is advertized to be false by default. However, when using Home Manager as a flake and NixOS module with

useUserPackages = true;

fonts.fontconfig is also enabled for the Home Manager configuration. That is, this line: https://github.com/nix-community/home-manager/blob/master/nixos/default.nix#L25 activates the "Home-Manager".fonts.fontconfig.enabled setting (although it should not, at least in my opinion).

I have to set "Home-Manager".fonts.fontconfig.enabled = false explictely.

It is a bit hard to explain, but I hope you do understand my description!
