NixOps 2.0 Upgrade #2

This splits the WIP commit in https://github.com/Kiwi/nixops-digitalocean/tree/nixops-2.0 and rebases @adisbladis commits from https://github.com/Kiwi/nixops-digitalocean/tree/nixops-2.0 onto it.

Apparently github will not update a PR if you delete and push force a commit. Closing in favor of a replacement PR.
