Gce static ip fixes #20

I have no idea if this is the correct way to fix the errors in #19. Guidance on proper automated testing and such would be appreciated.

CI fails, but as it is unrelated to this PR I'll go ahead and merge and fix the CI separately.

The fix is pretty obviously the correct one.
