NOTICE: adding Artturin as a maintainer #341

Hi!

@Artturin has asked to be a maintainer. I have interacted with them many times and have come to trust their instinct and have appreciated their help in this and other Nix repos previously.

I'm going to give @Artturin permissions to merge PRs, it felt appropriate to make a note.
