Is fzf a tool/? A development/ package? Does it go in shells/ since it carries a shell plugin? Maybe it's an application/?

IDK I guess I'll just use fzf to find out where they put it.

The problem is that the categories were arbitrary and don't help navigate or organize anything. In effect they just force users to look in 4 places for a given package.
