It's a bit weird because the proposal is still changing, maybe this kind of issue should only be a thing once all the other issues and PRs have been closed.

Idea: Signing should be a signed commit that adds your name to the repository. Then we set up CI such that PR's can only be merged (and do so automatically) once every name that signed it approves of it.
