What about `CODEOWNERS`

The pkgs/ references in .github/CODEOWNERS generally refer to files that correspond to attributes that are out of scope for this RFC

• references to package sets are unaffected because they're not auto-called
• individual package need a rename in the CODEOWNERS file.
  • some packages directories "produce" multiple attributes. Does CODEOWNERS support globs?
• do not inline the aliases that refer to places like /pkgs/applications/kde
  • moving them into separate files would be acceptable but unproductive and probably a bit slow
