Separate PUB-specific parts and CiteProc.php #1

The current version of CiteProc.php is a hard fork of citeproc-php. This makes reuse and updading to newer versions of citeproc-php difficult. All functionality needed for PUB should be separated in a single PHP file (e.g. pubapi.php) that just includes the original CiteProc.php as supplied by Ron Jerome.

Would you benefit from a mirror of https://bitbucket.org/rjerome/citeproc-php to be used as submodule in this repository? I suppose I need this anyway for our repository https://github.com/gbv/gbv-csl so we could collaborate.

So I just created https://github.com/gbv/citeproc-php, feel free to add as submodule as done in https://github.com/gbv/gbv-csl
