[APERO-LBL] apero_request doesn't work for LBL files (header keys missing) #186

Problem LBL files do not have headers (or if they do they are not pushed back into apero)

Thus database is NULL for KW_DPRTYPE, KW_PI_NAME, KW_RUN_ID, KW_FIBER

This makes apero request fail when these arguments are given.

Also no way to filter by run_id --> no one can access these files
