why not using autoreconf -vif instead of autogen.sh ? (or replacing the content of autogen.sh with autoreconf -vif)

Probably just historical reasons. It also gives a nice message if autoconf/automake aren't installed.

these days i highly prefer meson, which is way faster than autotools
