Change the mouseover timing for the new Google Bar

Please describe the feature or enhancement in as much detail as possible: This 
is a request to include the ability to change the activation response timing 
for rollover events for the new Google Services dropdown menu that is part of 
the new Google Bar (the one replacing the black bar that has become standard 
with the G+ emphasis). Currently, the timing is .5 seconds, making accidental 
events likely. This request is to include a user-setting for the timing in the 
Minimalist extensions.
