Photonuclear libraries using MF6/MT18 with a neutron multiplicity of 1 instead of nubar #214

Some photo-nuclear evaluations for fissionable nuclides appear to put the fission neutron spectrum in MF6/MT18 instead of the more traditional MF5/MT18. When this happens, the neutron multiplicity should be equal to nubar but in these files it is set to 1 instead.

In order to continue to support existing files that store the PFNS in this way, we need to replace the multiplicity by the most appropriate nubar, either prompt or total (only if prompt is not present).

This is fixed in the feature/pn-iaea branch, a test was added for future reference as well. Once that branch will be merged into the develop branch, we will close this issue.

The fix has been released with NJOY2016.66.
