This module is really convoluted and undocumented. As the manual states:

"This module has not been used at Los Alamos since 1984, although we have had scattered reports of use elsewhere. A list of the input instructions, without further comment, follows."

I found as much as I could from the powr.f90 file, but there are plenty of parameters that have no real verification because it's unclear what restrictions they may be subject to.

I've approved the changes, but I'm waiting on the tests before I merge.
