I think your solution is incomplete:

transformation must be applied to all argv[] values, not just argv[0]
transformation is more complex than just surrounding with quotes. See https://docs.microsoft.com/en-gb/archive/blogs/twistylittlepassagesallalike/everyone-quotes-command-line-arguments-the-wrong-way

PS: Win32 API is mind bogglingly stupid, sometimes …

This argv stuff is indeed much more tricky than I thought... I will try to fix that.
