The link is amongst the options when launching the application (or an updated
version) for the first time. Standard Apple-style dialogue that appears in such
circumstances (if an application is unsigned?).
You either click the button to the application (if you trust where you
downloaded it from etc.), or click a button to view the web page.
In the HardwareGrowler case, that option opened http://growl.cachefly.net/

ah, ok, the bug is incorrectly reported by OP.
The issue is not with HardwareGrowler specifically, it is with 404 handling on
growl.cachefly.net, it should redirect to http://growl.info.
growl.cachefly.net is not an outdated link, the url displayed in the dialog by
the OS is in fact correct. you downloaded the archive from growl.cachefly.net.

growl.cachefly.net is our CDN for growl downloads, as such Safari is going to
tag the download with that domain. We don't have control over the 404 behavior
on cachefly and as a result we can't fix this issue.

No one. Please don't report a bug to cachefly. We get a free account with them
that would cost hundreds of thousands a year. We're not going to ask them to
change the way their entire infrastructure works for a small thing like this.
