Growl should provide a control in the notification settings where the user can 
choose an 
AppleScript script or Automator workflow to run when the notification occurs

This will no longer work with Growl in a sandbox, closing.

With the advent of NSUserScriptTask in 10.8, this is again possible despite 
sandboxing.  Growl 2.1 will have an action to run AppleScripts as well Unix 
scripts.  Workflows might be supported, if I can figure out how to make them 
work.  The basic code is already there, now it needs a UI for selecting a 
script, and for the unix script, possibly selecting argument parameters as well

Flagging as fixed, more tweaks and improvements to it make come, but the basics 
are working.
