Provide an option to limit the number of notifications on the screen at once #69

In order to prevent applications from spamming the user's screen with excess 
quantities of 
notifications, we should provide a way for the user to limit how many 
visual-display windows Growl 
may put on the screen.

I think we should do this automatically, and not user preference style.
