Fine-tune value of empty cannons

Currently, empty cannon has a base value of 900.

However, this is too strong for an empty cannon in general. Consider the following:

• Empty cannon at the bottom should have lower value, possibly base value of 300?
• If king can move side way, should not consider that empty cannon?
