refactor: move copycfirebasecusers job above functions regions definition #477

Problem

Firebase functions deployment failure

Solution

  1. ~Rejig copyFirebaseUsers location so it is deployed before a region defined~
  2. Update User schema to Crowdsourcer as User causes a clash in mongodb namespace
  3. Update cron job to run at 1800 hrs GMT (0 6 12 10 *)
