Design and create mouseover icons for character actions #137

After a character is selected, we want to:

  1. Use a custom "attack" mouse icon when hovering over another character [P1]
  2. Use a custom "move" mouse icon when hovering over a tile that can be moved to [P2]

SVG files including attack, move, and mark (hunter's mark for now, but can be more versatile)
