I've updated almost all dependencies (except for Storybook), main updates:

ESLint to version 9
- Additionally, I prepared support for eslint-plugin-react-hooks, as I believe it's valuable linting. It works with the canary version (5.1), but I'm unsure if we should add a canary version as a devDependency.
React to 18.3.1
Utrecht packages to latest versions
