I feel like there must be an easier way, I know python has it's own RPM generation thing bdist_rpm, maybe that's a better way..

Hmm, yeah. Although I don't know if bdist_rpm can handle things like creating users. Red Hat's rpmdev-newspec -t python generates a spec that uses setup.py build/install. I might look into setuptools later. Anyway I'll just merge as is for now, we can always improve it later. :-)
