At the moment,

I don't see any requirements for the order according to the 2020 guidelines: https://format.mtm.se/nordic_epub/2020-1/#tables
But it references the HTML5 specification so I suppose it's implicit.
Do we want to allow both placements, so that this is not a breaking change? And then when work starts on the 2024 revision, we can disallow it there?
