Retreat suitability index #3

Create an index to measure the suitability of retreat per census tract. Aggregate data on: 1) population exposed to SLR? or maybe developed area exposed to SLR? 2) % population change in the last 30 years 3) median income z-scored to national average (or maybe something like AMI?)

Get pop change, 1990 to 2020, from here: https://github.com/lassiter-research-team/SLR_Salinization/blob/main/kmeans_workflow/data_aggregation/workflow/census/pop_change.R

Also pull the underlying data off of Allison's desktop.

Use median income and flood risk and total population from the CEJST data in .shp format in box. Can do this at home.
