Add Recommended Artists/Songs Endpoint #21

I believe I mentioned in the Front End repository that I want to have a section for recommended Artists and Songs that a user can click to add to their playlist. It would be nice to package this up into an endpoint that gets song recommendations from the tracks in their playlist.
