If CRAN url is broken user can't reset it using global vars #95

The current CRAN url ` is hard coded indocker-vars,spark-varsandjupyterhub-files-`. The CRAN URL should be provided through the global vars files, so the user does not have to change the role.

For Jupyterhub it is more tricky since it is used inside a file to be copied to the guest nodes.
