Correct begindatum for Vianen. #337

In 2002 is de gemeente Vianen van provincie gewijzigd (van Zuid-Holland naar Utrecht).

De indelingen van 2003 en later gebruikten echter de begindatum van de gemeente in provincie Zuid-Holland ipv Utrecht.

Thanks for merging #319, this fix is still required too.

Ok, thanks @sebastic . (Cannot login on Gitter now). Think we need to generate/update the CSV (with gemeentelijke-indeling.sh) as well? I can do that.

Gitter is broken for me too.

The CSV doesn't need to be updated for this PR, it does need to be updated for the 2022 changes from #326.
