Make the available tags area fit the text #592

Yann reported that some of the tags in the available tags area do not fit. 
There isn't a scrollbar without scrolling so it's not obvious there are more 
tags. Make the window fit.

I've worked to improve this at least on 10.8, due to the autolayout 
differences, I can't guarantee this will work on 10.7, or that I could make it 
work without great effort.  Commit [d0c7128e3d2a].  Flagging as started until 
more testing has been done
