Incorrect links on homepage #3

The links on the current homepage point to the Tsujii lab server and should be redirected to weaver.nlplab.org or be made relative instead of absolute.

I relativised and updated most of the links in 9f59268464581cb85abed9435178990749f12394 but there are still some (two I think) download references pointing to www-tsujii. @priancho, handing over to you now since I can't make the decision where the archives containing the source should go, you can use GitHub for that though if you introduce tags for each release. I'll show it to you if you poke me at the lab.

Hi, I fixed all the incorrect links of nersuite and model files. nersuite hyperlinks go to the github repo., and model file hyperlinks go to the weaver.nlplab.org. Thank you :-)
