Dictionary compiler and tagger bug #7

Symbol and number normalization options do not work correctly in the dictionary compiler and tagger. e.g. input current normalization correct normalization number normalization p53 p00 p0 symbol normalization [CO2+] _CO2__ CO2

I will fix it soon. Sorry for inconvenience.
