`<cite>` tag #29

Enclose each reference in the publication list with the <cite> tag.

It sounds like some purists what only the title inside the cite tags. But that makes our page a little tougher to keep up with, and there are some arguments why everything should be inside. As of Oct 2015, it sounds like we can include stuff like author names.

@smasongarrison, I'll modify all the existing records. When you add entries in the future, please use these blocks. Theoretically it will help the page's semantic interpretability, and improve SEO (but we're doing pretty well already).

Adding the text to all the articles was much easier with the atom-wrap-in-tag package in Atom
