Wordnet2021 #170

Add the latest official Open English WordNet 2021 package from https://en-word.net/static/english-wordnet-2021.zip.

The only change is that the directory and the package have been renamed wordnet2021, by analogy with other wordnet packages.

Use together with PR https://github.com/nltk/nltk/pull/2889
