NetworkManager-l2tp and its xl2tpd dependency are part of EPEL 7, so you may need to enable the EPEL 7 repository first :

sudo yum install epel-release

I can't help with your radius question, only with NetworkManager-l2tp client side issues. I've only ever setup xl2tpd on the server side once, and I didn't use radius.
